(1) After serving at least two years in the branch where an employee has been posted for the purpose of gaining experience in various types of work, the employee may be transferred based on his educational qualifications, training, needs and experience.
(2) If it is considered that it is not suitable to keep the employee who has been posted in a branch before the period specified in sub-rule (1) has reached, he can be transferred openly for that reason.
