Rule 31D
Transfer Revision and Reconciliation

(1) If an employee who has been transferred contrary to the Act and these regulations is aggrieved, he may make a report to the transferring officer one level above the transferring officer within twenty one days from the date of transfer, including the grounds and reasons thereof. If his demand is found to be justified during the investigation of such a report, the concerned officer can cancel such transfer by mentioning the reason and basis.
(2) After the transfer of the employee, the concerned body shall inform the higher body immediately.
(3) The Ministry shall periodically monitor the activities of transfers from subordinate departments, regional directorates and offices.
