Rule 27
Transfer
(1) The Government of Nepal may transfer the civil servants in specialist positions without any difference in the responsibilities of performing the same nature of work and duties, limited to the specified services, groups and sub-groups.
(2) A civil servant transferred as per sub-rule (1) shall be transferred along with his/her post.

(1) In the case of gazetted posts, in order to be promoted in civil service, group or sub-group vacant posts by performance evaluation and seniority and performance evaluation, employees with the minimum service period and educational qualification as per section 21 of the relevant service, group or sub-group under the relevant service, group or sub-group in the case of gazetted posts.
