Rule 21
List of persons or organizations providing services

(1) List of persons or organizations who wish to provide social studies, counseling services, legal aid and other services related to child reform in relation to children who have been accused of any crime separately by district Child welfare committee should prepare.
(2) Nepalese citizens who wish to be included in the list as per sub-rule (1) who have the following qualifications can apply to the District Child Welfare Committee:-
(a) having five years of experience in the field of child rights or child welfare,

(b) not having been convicted of a criminal offence,
(c) Has been living in the respective district for at least two years.
(3) Organizations willing to be included in the list according to sub-rule (1) must attach their organization's registration certificate, statutes, list of members, and other documents specified by the Child Welfare Committee to provide services.
(4) If the district child welfare committee feels that a person or organization can provide such service while investigating the application under sub-rules (2) and (3), it may list such person or organization in the list of persons or organizations that provide services.
(5) If the person or organization listed under sub-rule (4) behaves badly or if the quality of service provided by him is not in accordance with the standards set by the District Child Welfare Committee, the said committee may remove his name from such list.
(6) In accordance with sub-rule (5), when the name is removed from the list, the person or organization providing the service shall be given an opportunity to be heard.
(7) The District Child Welfare Committee shall provide the list as per sub-rule (1) to the Juvenile Court or the District Court.
