Rule 17
Student Selection at Postgraduate Level
(1) Students will be selected from the following groups for postgraduate studies in public educational institutions for the following seats:- (a) From open competition -sixty percent (b) From health workers employed in government service - thirty percent (c) From foreign students - ten percent Explanation: This rule For the purpose, "health worker working in government service" means a permanent post of the Nepal Health Service constituted in accordance with the prevailing law, working in a permanent post of the military health group of the military technical service, the health sub-group under the technical police group of the police service or the health sub-group under the technical group of the armed police service, " Permanently working in a permanent position of a government university or an institution established according to prevailing law, Permanently employed in a permanent position of an organization established in accordance with the Development Committee Act, 2013 after completing the procedure determined by the Public Service Commission or Health workers who have been adjusted by the Nepal Health Service at the state or local level or who have been appointed permanently by the State Public Service Commission are health workers working in a permanent position in the state government or local level.
(2) When taking admission in public educational institutions according to this rule, health workers working in the government service who are in the list of integrated merit order as per rule 13 shall be admitted subject to the number of seats mentioned in clause (b) of sub-rule (1) by giving priority based on the order of merit.
(3) If the required number of health workers working in government service cannot be selected for the seat as per clause (b) of sub-rule (1), such seat will be included in the number of seats to be selected from the open competition as per clause (a) of the same sub-rule. (4) Health workers employed in Government serviceIf he wants to study in a local educational institution on a subject useful or necessary for the service, he can fill the application form of the integrated entrance examination conducted according to Rule 12 after taking prior approval in accordance with the prevailing law on service conditions.
(5) If a healthcare worker employed in the government service as per sub-rule (4) passes the integrated entrance examination and is eligible to study in the seat as per clause (a) of sub-rule (1) based on the order of merit, he/she shall be admitted to the relevant educational institution after receiving a study leave in accordance with the prevailing law regarding service conditions. can
(6) The relevant ministry or province or local level of the Government of Nepal shall conduct the list service group within the period specified by the commission after taking applications from health workers working in the government service who are qualified to apply for the seat as per clause (b) of sub-rule (1) within the period specified by the commission. If necessary, the relevant province or local level should provide the commission.
(7) If a health worker working in the government service is selected and enrolled in the relevant public educational institution and leaves the study in the middle or if such seat becomes vacant that year due to non-enrollment in the chosen subject, such health worker will not be allowed to participate in the integrated entrance examination conducted in accordance with Rule 12 for the next two years.
(8) Notwithstanding anything written elsewhere in these rules, the arrangements for selecting students for postgraduate studies in private educational institutions shall be as determined by the Commission so as not to be contrary to the Act and these rules.
(9) Pursuant to sub-section (4) of section 17 of the Act, scholarship seats provided by private educational institutions at the post-graduate level will be selected from the candidates in the open integrated merit list. 1 Added by Second Amendment. (10) Scholarships received by the Government of Nepal for studies at the post-graduate level or above from foreign countries or educational institutions will be selected from government doctors as per sub-rule (1) of Rule 16.
(11) Agreements between the government of Nepal and the government of foreign countriesIf a foreign student has to be provided a seat for study, in the case of undergraduate level, it should be provided from the seat towards the scholarship received by the Government of Nepal and in the case of postgraduate level, it should be provided from the seat as per clause (b) of sub-rule (1).
