Article 17
Right to Freedom

(1) No person shall be deprived of personal liberty except in accordance with law.
(2) Every citizen shall have the following freedoms:-
(a) Freedom of Thought and Expression,
(b) Freedom of peaceful assembly without arms,
(c) Freedom to form political parties,
(d) Freedom to form associations and organizations,
(e) Freedom of movement and residence in any part of Nepal,
(f) Freedom of profession, employment and establishment and operation of industry, trade and business in any part of Nepal. But
(1) Anything in Clause (a) which interferes with the sovereignty, geographical integrity, nationality and independence of Nepal or the federal unit or good relations between different castes, castes, religions, sects, encourages caste discrimination or untouchability, disregards labor, insults , shall not be deemed to prohibit the making of laws to impose reasonable restrictions on acts that constitute contempt of court, encourage the commission of crime or are contrary to public decency or morals.
(2) Nothing in Clause (b) shall be deemed to prevent the making of laws to impose reasonable restrictions on activities that disturb Nepal's sovereignty, geographical integrity, nationality and independence, good relations between federal units or public peace and order.
(3) anything in Clause (c) interferes with the sovereignty, geographical integrity, nationality and independence of Nepal, espionage against the nation, violates national privacy or harms the security of Nepal by assisting any foreign state, organization or representative or commits treason or Disturbing good relations between federal units or spreading ethnic or communal hatred or disturbing good relations between different castes, castes, religions and sects or obtaining membership of any political party on the basis of caste, language, religion, sect or gender only or banning or between citizens Forming a political party in a discriminatory manner, inciting violent acts or acts contrary to public moralsIt is not considered to be prohibited to make a law to ban harm.
(4) anything in clause (d) interferes with the sovereignty, geographical integrity, nationality and independence of Nepal, espionage against the nation, violates national privacy or harms the security of Nepal, helps any foreign state, organization or representative, commits treason or It shall not be considered prohibited to enact a law which disturbs the good relations between the federal units or spreads racial or communal hatred or disturbs the good relations between different castes, castes, religions and sects or incites to commit violent acts or imposes reasonable restrictions on acts which are contrary to public morals.
(5) Any act of clause (e) which disturbs the interests of the general public or the good relations between the federal units or the good relations between different castes, castes, religions or sects or acts violently or incites to do such acts. It is not considered to be prohibited to make.
(6) Clause (f) prohibits any act which disturbs the good relations between the federal units or is inimical to the public health, decency or morals of the general public or any particular industry, trade or service which may be carried on only by the State or any profession, employment , it shall not be considered as prohibiting the making of laws by prescribing any conditions or qualifications for doing industry, trade or business.
