Rule 121
Not to cause damage
;- Notwithstanding anything written elsewhere in this regulation, no civil servant shall cause any kind of damage to the Government of Nepal or government office by acting carelessly or without discipline or intentionally in an erroneous manner.

(1) In the case of gazetted posts, in order to be promoted in civil service, group or sub-group vacant posts by performance evaluation and seniority and performance evaluation, employees with the minimum service period and educational qualification as per section 21 of the relevant service, group or sub-group under the relevant service, group or sub-group in the case of gazetted posts.
