9. Strategies
To implement the tourism policy, the following strategies will be adopted:-
(a) Promotional (relating to Policy 8A)
(1) In addition to various types of attractive programs to bring in more tourists to Nepal and to continue the process, special years or periods will be presented as Nepal Visit Year or Tourism Year.
(2) To make the tourism of Nepal suitable for all weather conditions, tourists who want to come to Nepal in off-season and airlines that transport tourists will be given special facilities.
(3) Studying the international market of the tourism sector and dividing it into different groups according to the level of tourists, tourism professionals will be encouraged to prepare and present a complete package program suitable for the target group from entering Nepal to exiting.
(4) Coordinating role will be played to promote healthy competition and cooperation among tourism professionals (especially travel and trekking agencies and hotels).
(5) The provision of mutual support in tourism promotion will be increased when entering into air service agreements with target tourism sources or countries of origin.
(6) To increase tourism activities based on mutual benefits, bilateral tourism agreements will be made especially with countries with air connections and tourist origin.
(7) Cooperation and coordination between tourism professionals and airline service operators will be encouraged.
(8) In addition to the traditional market of tourists coming to Nepal, various promotional programs will be conducted to attract tourists from neighboring friendly countries, South Asian Regional Cooperation Organization (SCRO) and countries and places connected by short distance travel and air and land transport.
(9) In order to establish Nepal's image in the world tourism market, Nepal will be properly "branded" according to its overall and tourist heritage and tourist spots.
(10) For the development, expansion and improvement of tourism and related infrastructures and other related to poor-oriented rural and para-tourism.Bilateral and multilateral foreign assistance will be provided for the programs. Through this process, local bodies, non-governmental organizations will be encouraged for programs such as public awareness, human resource development and training.
(11) Bilateral and aid will be mobilized to encourage the private sector in the development of the tourism industry.
(12) Multilateral development partners such as the World Tourism Organization, the United Nations Development Program, the Asian Development Bank, and the World Bank will be encouraged to increase investment in the areas of infrastructure development as well as improving the living standards of the local people.
(13) Foreign persons who have gained fame by climbing various mountains of Nepal, internationally renowned persons who have positive thoughts about Nepal, foreign dignitaries from other regions who love Nepal will be recognized as friends of Nepal or as friends of Nepal, and their support will be taken in publicity through verbal promotion. Arrangements will be made to give discounts on visa fees to friends from Nepal when they come to Nepal in connection with tourism promotion. Famous Nepalis will be involved in promoting tourism at the international level.
(14) Domestic and foreign individuals or organizations who make a substantial contribution to the increase in the number of tourists visiting Nepal will be provided attractive national level honors or discounted packages.
(15) The non-resident Nepalis living in foreign countries and their organizations will be used in Nepal's tourism promotion and publicity. Organizations and non-resident Nepalese who send more tourists to Nepal, promote tourism and contribute to increasing investment in the field of tourism will be rewarded and honored as incentives.
(16) Arrangements will be made to provide visas to tourists coming to Nepal in a simple manner. Regarding the nationals of the country, special visa arrangements will be made on the basis of reciprocity between the member countries.
(17) Make effective the provision of visa at the entry point of Nepal for tourists entering NepalWill be brought.
(18) The process of entry and departure at the international airport will be simplified and organized.
(19) Foreign investors and dependent families who invest a certain amount of money in the tourism industry within Nepal will be provided with an honorary residence visa as long as the investment is maintained.
(20) Arrangements will be made to provide resident visas for long-term stay in Nepal by bringing foreign currency to senior citizens and their families from tourism origin countries through certain banks.
(21) Nepal Tourism Board will be directed to promote tourism by studying and researching the current situation, progress and future prospects of the tourism market.
(22) To create public awareness about tourism activities, programs like festivals, fairs and interactions will be conducted at the public level. A policy will be taken to provide technical support to such programs in the initiative and projects of local bodies and local level and to regularly include them in the calendar and provide support in other promotion activities.
(23) National and international non-governmental organizations will be encouraged for tourism-related public awareness and social mobilization.
(B) Rural Tourism (Related to Policy 8B) :
For the promotion of rural tourism industry, the following strategies will be adopted:-
(1) An effective program will be conducted by linking rural tourism with poverty alleviation
(2) Tourism businessmen will be encouraged to attract high-income tourists to rural tourism.
(3) Tourism professionals will be encouraged to make necessary packages to connect tourists attracted to national parks and wildlife with para-tourism, rural tourism.
(4) The rural tourism infrastructure will be developed in a sustainable way to create opportunities for self-employment in the local communities of the rural areas and to improve the standard of living through income growth.
(5) A policy will be taken to link local production with tourism promotion and bring benefits from tourism to the local community..
(6) By means of rural tourism, a structure will be built and developed to bring the benefits of tourism within the reach of the community by involving the poor, women, Madhesi, tribal tribes and groups that have not been covered so far.
(7) Tourism activities led by women or conducted by women's groups will be promoted with special incentives.
(8) In addition to established tourist assets, new tourist assets developed in rural areas will also be given high priority and publicized.
(9) A certain part of the income from the tourist spots in the rural areas will be spent on social sectors including tourism infrastructure and environment protection at the local level.
(10) Proper market management arrangements will be made for the sale and distribution of original and traditional handicrafts and other gift materials produced by local communities.
(11) The policy of "one place, one identity" will be adopted by making separate specific identities of the tourist assets in different areas.
(12) Nepal's potential touristic villages will be developed as rural tourist destinations on the basis of local people's participation.
(13) By selecting and developing the tourist villages of Nepal, the special period Jyambhaktbath Khshibanab Tyagachashkam program will be encouraged for the tourists.
(14) In terms of tourism, various activities and activities will be adopted to search for important tourist sites, build, develop and operate infrastructure.
(15) At least one village will be developed and promoted as a tourism village every year among the potential villages with original attractions at the local level.
(16) Tourism will be expanded to villages and activities will be conducted that will directly benefit the local poor families, backward groups, women and the unemployed and semi-unemployed.
(17) In addition to social mobilization through local level working groups and community organizations, financial resources will be mobilized from local bodies and the Government of Nepal for the construction of infrastructure.
(18) Importance of tourism and from thatPublic awareness programs will be conducted through audio-visual and other suitable means to raise awareness among the general public about the benefits to be obtained.
(19) Tourism activities will be linked with rural poverty alleviation by encouraging local bodies, private sources and non-governmental sectors to conduct community-based tourism-related programs.
(20) Heritages based on the traditional knowledge of the indigenous tribes established in the community will be protected and included in tourism development and promotion. (c) Internal tourism (related to policy 8c)
(1) Emphasis will be placed on the development and expansion of domestic tourism
(2) Nepalese citizens traveling from one place to another in the country will also be recognized as domestic tourists.
(3) Nepali tourists will be encouraged to visit various tourist spots in Himal, Hills and Terai.
(4) In order to attract domestic tourists, tourism packages will be developed in coordination with the private sector and employees will be encouraged to arrange travel incentive leave, educational tours and study tours.
(5) In order to attract the manpower working in all sectors towards domestic tourism, the local tourism incentive program with certain concessional holidays will be implemented.
(D) Tourism Diversification, Expansion and Development (Related to 8D and 8E of the Policy) Tourism business will be diversified, expanded and developed based on the following activities:-
(1) Commercial tourism
(b) The establishment of offices at different levels of international organizations, meetings, gatherings and conferences of such organizations will be encouraged in Nepal.
(2) Mountaineering
(a) Nepal will be developed as an excellent destination in the field of mountaineering by making mountaineering more organized and environmentally friendly.
(b) Potentially inaccessible areas for mountaineeringMountain climbing fee will be waived for some time.
(c) Himachulis of Nepal will be gradually opened for climbing.
(d) Snow huts below a certain height and considered easy to climb from a technical point of view will be promoted as trekking huts.
(3) Trekking tourism
(a) Trekking tourism in Nepal will be made more safe, reliable and attractive as one of the best tourist assets of the world.
(b) The policy and other managerial work related to hiking will be included within the scope of the Ministry of Tourism and Civil Aviation.
(c) To increase the attraction of high-income tourists in hiking tourism, the areas currently in operation will be managed more.
(d) New routes for hiking will be explored and developed and government investment will be prioritized for this.
(E) To make hiking tourism more safe, reliable and attractive, the existing efforts in the areas of accommodation, security, etc. will be made more effective with the participation of the local community.
(f) A policy will be taken to maintain touristic infrastructure and service facilities such as accommodation, which are not available or inadequate, and which are of special importance from the natural and environmental point of view and which are considered sensitive from the security point of view, as guided walking areas. For this, an arrangement will be made to allow a certain number of tourists traveling in groups to travel only through trekking agencies on the basis of trekking permits.
(G) Apart from the guided walking area, the rest of the walking areas shall be designated as general walking areas, and provision will be made to allow individuals or groups to walk in such areas.
(h) Workers involved in hiking tourism will be coordinated towards providing minimum basic services and facilities at tourist sites. It will be developed and expanded as an attractive cruise destination area.
(b) Rivers navigableA policy will be taken to gradually open Tha river sections.
(c) A legal arrangement will be made so that boating activities can be conducted only on designated rivers through licensed boating professionals.
(d) In addition to making water travel activities safe and reliable, a suitable mechanism for emergency rescue and safety will be made in coordination with the private sector. Private sector will be encouraged to operate rafting, bungee jumping, paragliding, skiing, adventure tourism activities in different areas of the country. Rivers, mountains and ice peaks that are safe and feasible will be used for adventure activities. Arrangements will be made for the adoption of physical and financial security measures, including insurance for those involved in adventure activities. And the masses will be encouraged.
(7) Religious tourism
(a) The religious tourist destinations of Nepal will be developed as spiritual and pilgrimage centers and will be regulated.
(b) Lumbini, the sacred birthplace of Lord Gautama Buddha, will be developed and promoted worldwide as a center of Buddhism, philosophy and international peace and spiritual peace. The areas around Lumbini (Tilaurakot, Ramagram, Devdah, Kotihawa, Niglihawa, Sagarhawa, Arorakot, Kudan, Sisania) related to the life of Buddha will be developed and promoted as a Buddhist sub-circuit.
(c) In addition to promoting major religious areas, religious tourism will be developed and expanded by identifying religious and touristic important places of different religions. Elephant polo, cricket, football, etc. will be promoted and organized in a coordinated manner.
(9) Casino The casino will be operated decently to attract tourists from the high income category.
(10) Film tourism Film tourism will be encouraged by providing services to foreign film producers coming to shoot films in Nepal through a one-door system.
(11) Educational tourism
Quality educational institutions will be marketed and training and study opportunities will be provided to foreign students, and training and study visits will be encouraged in various fields.
(12) Health tourism
(a) Developing and promoting Nepal as a center for homeopathy, spiritual practice, meditation, yoga practice and natural healing, promoting traditional treatment methods such as Ayurveda, as well as developing tourist accommodation with the participation of the private sector and developing infrastructure based on that. The development program of other related centers connected with the health center will be carried forward.
(b) Publicity will be specially spread about the use of low-cost treatment developed in the field of health services. (c) The private sector will be involved in the related infrastructure development by spreading awareness about the importance of visiting Nepal's unique natural places for relaxation after medical treatment.
13) Agricultural tourism:
(a) In order to increase the use of agricultural products produced from local agricultural areas in tourist areas and tourist routes, a program to increase agricultural production will be brought in coordination with the Ministry of Agriculture. "One village, one product" will be conducted in areas where special types of goods are produced.
(b) Among the rural agricultural roads built in different parts of the country, feasible roads will be developed as tourism routes especially for bicycle passengers.
(e) Development of air services (related to policy 8f.) (1) Development and operation of second international airports and regional international airports to expand and simplify air services, which play an important role in the infrastructure development of the tourism sector c.Access to the international sector will be increased.
(2) The service of the national flag carrier Nepal Air Service Corporation, which helps to bring more tourists to Nepal, will be expanded and the service of the corporation will be made more reliable, regular and efficient.
(3) Air service agreements with friendly countries will be expanded and developed to help bring more tourists into Nepal.
(4) National flag carrier Nepal Air Service Corporation will be operated according to public and private concepts.
(f) The role of the government and the private sector (related to Policy 8 Ch.) (1) In the field of tourism promotion, the government will play the role of facilitator, regulator, coordinator and catalyst. The role of the government will be mainly focused on tourism infrastructure, manpower development, security, rescue, study-research, foreign coordination.
(2) Programs related to tourism promotion will be conducted through the Nepal Tourism Board and other agencies with the participation of the private sector.
(3) The operation and management of profitable businesses related to tourism will be done by the private sector, creating a business environment.
(g) Human Resource Development (related to policy 8j.)
(1) In order to enhance the quality of tourism services, tourism-related study and training programs conducted by educational institutes or training centers established in the government and private sector will be made timely and effective.
(2) A priority policy will be taken to involve the indigenous manpower in the tourism industry
(3) In addition to emphasizing on the development of human resources related to the tourism sector, the involvement of the private sector in this sector will be promoted.
(4) Develop Nepal Tourism and Hotel Management Foundation 9LBTZ as an umbrella organization for producing manpower in the tourism sector and develop it as a model center for producing effective manpower with the involvement of the private sector 9Rivalatbhach or Bhavivalabh0 and make this organization organized and self-sustainable by a separate act and make tourism-related manpower development programIt will be developed as a coordinating, monitoring and regulating body.
(5) Tourism related education with high level educational degrees as well as short-term and medium-term training of various skills will be diversified according to demand and expanded to remote and potential tourist areas of the country. While conducting the program in this way, programs will be implemented that will help backward classes such as women, tribal tribes, Dalits, Madheshi etc.
(h) Tourism (Environmental Protection and Sustainable Use) (Related to Policy 8)
(1) Cultural and natural heritage shall be used sustainably,
(2) Environmental protection aspects will be given priority in the construction of tourism infrastructure and operation of activities
(3) Priority will be given to tourism
(4) Water pollution and other pollution limits will be determined and regulated under the same.
(5) To attract tourists to protected and reserved areas and national parks and increase local public participation in their management, conservation, operation and regulation.
(6) Entrepreneurs who operate environmentally friendly tourism business will be encouraged/rewarded.
(7) Biodiversity and wildlife viewing in the country will be developed, expanded and promoted as a tourist product.
(8) Measures will be taken to attract tourists from high income groups who are attracted to national parks and wildlife towards rural tourism.
(9) Efforts from the government, non-government and private sectors will be made effective and regular to make trekking routes, base camps and mountains clean and pollution-free.
(10) To maintain the environmental cleanliness of the snow peaks used in tourist activities, hiking areas and routes and rivers used for water travel, formulate and implement separate guidelines on waste management and environmental protection for such areas.will go.
(11) Important physical and living heritage and archaeological sites will be protected and developed and used for tourism purposes.
(12) Local bodies, women, tribal tribes, Madhesi, Dalits, backward areas and locals will be encouraged in the protection and promotion of local level tourist places as well as intangible cultural heritages.
(13) Emphasis will be placed on local bodies and people's participation in the identification, protection and development of religious, cultural and folk traditions and places that help the tourism sector.
(14) Works of heritage development management and promotion will be done in coordination with local bodies. For this, an initiative will be taken to arrange a district-level heritage coordination committee under the leadership of the district development committee.
(15) Arrangements will be made to spend a certain percentage of the royalties/fees raised for the use of heritage on heritage conservation.
(i) Use of Information Technology and Data (Related to Policy 8j.) (1) Marketing of existing tourist spots and identification of new places to attract tourists to them will be done by mapping the tourist area and using modern information technology.
(2) For foreign tourists who want to come to Nepal, priority will be given to establish a communication network to arrange air ticket, hotel, travel/tour related arrangements and provide services from abroad through related information.
(3) A tourism information management system will be adopted to integrate information related to tourism and make it available in other ways.
(4) Tourist records will be computerized and information related to tourists will be integrated. Necessary arrangements will be made to use identification cards for this purpose.
(5) Arrangements will be made to continuously collect, analyze and flow information related to the latest concepts and recognitions that have appeared in the tourism sector.
(6) The existing data collection and information transmission system related to tourism will be strengthened.
(7) Collection of data on Indian tourists arriving by land and domestic touristsArrangements will be made not to do so.
(8) Tourism information system will be developed through the process of reliable and updated analysis of tourism related data and such information will be used as a basis for decision-making.
(9) A satellite accounting system will be arranged for the development of the method of ascertaining the contribution of tourism to the gross domestic product.
(j) Tourist security and crisis management (related to policy 8t.)
(1) Visits to tourist sites considered sensitive from a peace, security and strategic point of view will be regulated.
(2) For the convenience and safety of tourists, the system of tourist police will be continued and gradually increased in capacity, number and service and will be expanded to major tourist spots.
(4) A high-level crisis management committee will be established to manage crises arising in the tourism sector. This committee will work in coordination with organizations established in the private sector.
(5) An Akshaya fund will be established to search for, rescue and manage the crisis of tourists in crisis and the Nepal Tourism Board will deposit a certain amount in that fund every year.
(6) Arrangements will be made to make tourists use and follow the globally recognized code of conduct to make their stay in Nepal pleasant.
(k) Concessions and Facilities (Related to Policy 8) Tourism industry will be established as a basic industry and the following facilities and concessions will be provided:-
(1) Classified hotels and resorts will be classified in the corresponding industry if provided in the laws related to industrial business and provided with appropriate facilities.
(2) Apart from hotels and resorts, other tourism industries and businesses will also be provided facilities and concessions as determined by the Government of Nepal from time to time on the basis of value enhancement, employment creation and creativity.
(3) Items such as electricity and water required by the tourism industry will be provided with priority.
(4) Hotels opened in rural areas designated by the Government of Nepal, lineArrangements will be made to provide priority facilities and concessions to tours and resorts and other tourism businesses as needed.
(5) A relief package program with special concessions will be implemented to operate the tourism industry professionally in the odd and uncomfortable situation arising in the field of tourism industry.
(6) The policy of giving a certain portion of various fees, duties, salami and other direct revenue received from tourists to the Nepal government to the local bodies of the respective districts for tourism infrastructure development, improvement, environmental protection, and sustainable management will be continued.
(l) Harmonious relationship between entrepreneurs and workers (related to policy 8d.) Necessary arrangements will be made for life insurance, accident insurance, health care, rescue and emergency relief for the workers and employees working in the tourism industry.
(D) Legal, Administrative, Institutional and Managerial Reforms (Related to Policy 8) For the development, expansion, promotion and coordination of tourism, the following institutional strategy will be adopted to support the development of the tourism industry by improving the legal, institutional and procedural arrangements related to tourism: -
(1) A high-level National Tourism Council will be formed under the chairmanship of the Prime Minister to provide policy guidance related to tourism, to review plans and development work, to remove obstacles in the tourism sector and to make the programs of all ministries oriented towards tourism promotion. With the permission of the chairman, other experts or officials can be invited to the meeting of the council.
(2) The Ministry of Tourism and Civil Aviation will carry out the work of policy formulation, planning, implementation monitoring, coordination and regulation related to tourism development. Likewise, the work related to tourism development and promotion will be done by the Nepal Tourism Board.
(3) It will be established for research related to tourism sector and heritage protection.
(4) Influencing studies and research in the field of tourismIn addition to making institutional arrangements to make tourism, data and information related to tourism will be made reliable.
(5) The Nepal Tourism Board will carry out activities related to the development and upgradation of tourism assets within the country, including the promotion of tourism in the domestic and international markets. To enhance the capacity of Nepal Tourism Board, its role will be made more effective and its income, expenses and achievements will be made transparent.
(6) The laws related to tourism will be amended from time to time to make the tourism business easy, reliable and of good quality, and the legal system will be arranged for the equitable distribution of benefits.
(7) Tourist-focused areas with high attraction of tourists and adequate infrastructure development and service facilities will be developed as regional level tourism centers. In relation to tourism promotion, the programs of such areas will be conducted in a coordinated manner.
(8) In order to guide the tourism policies and programs in a timely and objective manner, arrangements will be made for continuous study and research in areas such as market growth, origin, and contribution to the economy. Programs to support tourism-related academic degrees and related research will be encouraged.
(9) Development committees and non-governmental organizations related to tourism will be modified and affiliated with local bodies.
(d) Coordination, Monitoring and Evaluation (Related to Policy 8) (1) In policy matters, the National Planning Commission and the Ministry of Finance will be operationally coordinated with various ministries, departments, offices and other agencies.
(2) Tourism units will be established based on needs and priorities in Nepali Missions of countries that are major tourist source markets in order to effectively mobilize activities related to tourism promotion.
(3) To develop the tourism industry as the backbone of economic development and to maintain coordination and harmony between various agencies related to the tourism sector under the chairmanship of the Minister of Tourism and Civil Aviation.A tourism development coordination committee will be formed as per schedule-2. The Ministry may increase or decrease the number of members in the schedule as per the need.
(4) When developing the professionalism of the tourism sector, an environmental code of conduct will be prepared and implemented with the involvement of the Ministry, Nepal Tourism Board and tourism-related organizations.
(5) An effective coordination mechanism will be developed between the local bodies and the center to enhance the tourism capacity of the local bodies.
(6) In order to carry out tourism promotion and development activities in a coordinated manner in each district, there will be a tourism promotion committee under the chairmanship of the chairman of the district development committee with the participation of local tourism professionals, industry and trade sector representatives and local people.
(7) A tourism development unit will be opened in the district development committee with tourism potential and through this unit, tourism programs will be encouraged to be implemented at the district level. The Nepal Tourism Board and the Ministry of Tourism and Civil Aviation will provide technical support for the preparation of long-term tourism plans at the district level.
(8) Model tourist village, community tourism development, tourism feasibility study, tourism master plan design for various districts or special regions will be given priority.
(9) Local bodies, local community organizations, local entrepreneurial groups and non-governmental organizations will be encouraged to conduct small programs in remote and targeted tourist spots.
(10) Regarding the implementation of the policy by both governmental and non-governmental sectors, arrangements will be made to monitor whether the objectives of the policy have been achieved by the Ministry, the National Planning Commission and related agencies and monitoring units.
(11) In order to develop professionalism among tourism professionals, they will be encouraged to create and implement a code of conduct through their respective professional associations.
(12) This policy is not considered to be a hindrance to the matter that should be processed by a separate act when conducting activities related to infrastructure development in the tourism sector.
(13) andThe evaluation will be based on the methodology determined by the National Planning Commission and the guidelines of the National Tourism Council.
(14) It will be monitored whether the level of service provided by the service provider organizations related to tourism, the quality of goods etc. has been maintained.
