8. Policies
The policies of tourism development will be as follows:-
(a) For the development and expansion of the tourism industry, a master plan will be formulated including the concept of sectoral development and it will be promoted by including it in the periodic plan and annual program. .
(b) Rural tourism will be promoted as a sub-sector of tourism business. Appropriate structures will be built and developed through inclusion and cooperatives to share the benefits obtained from the tourism business among disadvantaged groups such as women, Madhesi, tribal tribes, etc., who have not been included in the country's development process.
(c) Domestic tourism will be promoted as a sub-sector of tourism business.
(d) Based on the nature of the services provided by the tourism industry, the tourism industry will be divided in a specialized manner and based on the capacity of the services provided by the tourism industry, it will be classified into large, medium and small industries.
(e) In the tourism industry of a large nature, through national and international investors, in public and private partnerships, and in the tourism industry of a medium and small nature, investment will be opened to national investors on the basis of priority. The legal concept and process related to construction, ownership, operation and transfer for tourism infrastructure development will be conducted in the 9DYEIT0 model.
(f) Air services, which play an important role in the infrastructure development of the tourism sector, will be made safe, regular and reliable.
(g) The role of the government in the development of the tourism sector will be as a facilitator, regulator, coordinator and catalyst in the construction of large infrastructure and the development and expansion of tourism services or goods. The role of the private sector will be encouraged in this sector.
(h) Programs such as development and management of human resources, formulation and implementation of master plan, collection and use of data will be conducted in coordination with the private sector for the numerical and qualitative enhancement of tourism services.
(i) Prioritize the aspect of environmental protection in the development, construction and operation of tourism infrastructure and make the implementation aspect effective.
(j) Modern information technology will be used to market the tourism business.
(k) Necessary arrangements will be made for the convenience and safety of tourists
(l) Various types of facilities and concessions will be provided to establish the tourism industry as a basic industry.
(D) Relations between entrepreneurs and workers involved in the tourism industry will be made smooth.
(d) The legal, institutional and procedural arrangements related to tourism will be improved for the development, expansion, promotion and coordination of tourism.
(n) The program will be conducted in an integrated manner in coordination with the relevant ministries or agencies in the operation of various activities related to tourism business and the development, construction and expansion of its infrastructure.
(p) High-level Tourism Council and Tourism Development Coordinating Committee will be formed to maintain coordination between inter ministries and related agencies for the effective implementation of tourism policy.
