Rule 7
Election of Speaker
(1) The election of the Speaker shall be held on the day appointed by the person presiding over the meeting and the notice thereof shall be published by the Secretary General or in his absence by the Secretary.
(2) Within the time specified in the program published in accordance with sub-rule (1), a member shall give notice of the proposal to the General Secretary or in his absence to the Secretary in the format as per Schedule-1 that another member should be elected as Speaker.
(3) The supporting member shall support the notice of the proposal as per sub-rule (2) after the proposing member presents it at the meeting. If only one notice of such a proposal is received, after the supporting member has spoken, the person presiding will announce that the proposed member has been elected unopposed.
(4) In the case that more than one proposal has been notified within the time specified in sub-rule (2), after the proposal member presents the proposal and the supporting member completes the order of support, there will be a brief discussion on all the proposals and then the presiding person will present the proposal for decision in order.
(5) In case more than one proposal has been notified and presented for decision in accordance with sub-rule (4), the proposal that is passed by the majority of the total number of members immediately existing in the House of Representatives shall be deemed to have been elected as the Speaker and the rest of the proposals shall not be presented for decision. > (6) The decision of the assembly on the resolution under sub-rule (5) shall be by division of votes with signatures.
(7) If the member presiding over the first meeting is nominated for the post of Speaker, the next senior member who is not nominated for the post of Speaker will preside over the meeting of that day.
(8) If the post of Speaker becomes vacant for any reason, it shall be filled by election in accordance with the procedure mentioned in this rule.
