Rule 2
Definition
In these Regulations, unless the context or the context otherwise requires,–
(a) "Minister of Finance" means the Minister of Finance of the Government of Nepal and the term also refers to any other Minister or Minister of State appointed to perform the work of the Minister of Finance.
(b) "Deputy Speaker" means the Deputy Speaker of the House of Representatives.
(c) "Table" means the table of the House and the term also refers to the presentation of any document or statement before the House.
(d) "Officer" means Speaker, Deputy Speaker, Leader of the Parliamentary Party of the political party represented in the House of Representatives, Leader of the Opposition Party in the House of Representatives, Deputy Leader of the Parliamentary Party of the political party represented in the House of Representatives, Chief Whip, Chief Whip, Speaker, Whip and Secretary General of the Federal Parliament. And the secretary should remember.
(e) "Premises" shall mean the entire premises of the House of Representatives including the meeting room, sub-chambers and the premises and the term also refers to the place designated by the Speaker from time to time as the premises.
(f) "Proposal" means any proposal submitted for the consideration of the House of Representatives.
(g) "Presenting member" means a minister in relation to a government bill and a member presenting a bill in relation to a non-government bill.
(h) "Meeting room" means the meeting room of the House of Representatives and the term also refers to the auditorium and balcony connected to the meeting room.
(i) "Minister" means the Prime Minister, Deputy Prime Minister, Minister, Minister of State or Assistant Minister of the Government of Nepal.
(j) "Council of Ministers" means the Cabinet of Ministers of the Government of Nepal as per Article 76 of the Constitution of Nepal.
(k) "Secretary-General" shall mean the Secretary-General of the Federal Parliament appointed in accordance with Article 106, Clause (1) of the Constitution, and the term also refers to the Secretary or Secretariat Secretary appointed by the Speaker in consultation with the Speaker of the National Assembly to act as Secretary-General in the absence of the Secretary-General.
(l) "House of Representatives" means the House of Representatives as per Article 84 of the Constitution.
(d) to say “Secretary”.shall mean the Secretary of the House of Representatives appointed in accordance with Clause (1) of Article 106 of the Constitution and the term also refers to the Secretary of the Secretariat or a senior authorized employee appointed by the Speaker in accordance with this regulation to act as the Secretary of the House of Representatives in the absence of the Secretary.
(d) "Secretariat" means the Secretariat of the Federal Parliament as per Article 107 of the Constitution.
(n) "House", "Sabha" or "Meeting" means the House, Assembly or Meeting of the House of Representatives.
(s) "Member" means a member of the House of Representatives and the term also refers to the Minister who introduced the proposal.
(h) "Treaty" means a treaty or agreement to which the State of Nepal or the Government of Nepal is a party.
(d) "Chairman" means the Chairman of the Committee.
(d) "Speaker" means the Speaker of the House of Representatives.
(N) "Committee" means the committee formed in accordance with this regulation.
(c) "Notice" means the notice of the House of Representatives containing the following subjects:-
(1) Notice regarding the proceedings of the meeting-1
(2) Summary of proceedings of the meeting – 2
(3) Notification relating to the Committee-3
(4) Other matters deemed necessary by the Speaker-4
(f) "Constitution" means the Constitution of Nepal.
(b) "Minister of Parliamentary Affairs" means the Minister in charge of parliamentary affairs of the Government of Nepal.
