Rule 86
Study Leave
: (1) Police personnel who are going to study in an open competition or an inter-departmental competition or nominated by the Government of Nepal with the approval of the Ministry on a scholarship received from the Government of Nepal on a subject that is useful and very necessary for the Nepal Police can get study leave throughout the study period.
(2) Police personnel will get study leave for three years once or repeatedly throughout the service period. But if the government of Nepal deems it necessary, it can extend the period of study leave by two years.
(2A) Notwithstanding anything written in sub-rule (2), police personnel appointed through open competition at the rank of police inspector of health sub-group under the technical police group or below, may receive study leave for a maximum of six years at one time throughout the service period.
(3) Notwithstanding anything written in sub-rule (2), a police officer who has been nominated and taken study leave for the purpose of study shall not be granted study leave for the purpose of studying additional subjects or obtaining additional degrees.
(3A) A police officer who has taken study leave under sub-rule (2) or (2A) will not be granted study leave again until he completes his studies and returns to service for three years.
(4) Police personnel on study leave will get full salary.
(5) According to sub-rule (2), study leave may be granted to the police personnel who are going to study at private expense with the prior approval of the Government of Nepal on the recommendation of the head of the department in matters that are useful and necessary for the related services of the Nepal Police.
(6) Notwithstanding anything written in sub-rule (4), police personnel who are on study leave in accordance with sub-rule (5) shall not receive salary for the period of study leave.
(7) Police personnel who have not completed six years of service shall not be entitled to study leave. However, in the case of police personnel under the health sub-group under the technical police group who have attended and worked at regional police hospitals for at least one year in the geographical areas of "A", "B" or "C" cities as per schedule-9, it is appropriate to give an opportunity to study on matters that are very necessary for the police service.Based on the recommendation of the police head office, if the government of Nepal approves, the study leave can be granted after completing three years of service.
(8) A police officer who takes study leave or who is on study work training, before going to study, after completing such study leave or study work training, must return to his service and commit to serve for the following period:- The minimum period to be served during the study period
(a) Three months to one year
(b) Three months to six months and one and a half years
(c) Six months to nine months to two years
(d) Three years
from nine months to one year (e) Five years from one year to two years
(f) Two years to three years Six years
(g) Three years to four years to seven years
(h) Four years or more for a period of eight years
(9) Police personnel who have returned after taking study leave or going on study work training (8) In case of non-compulsory service up to the period mentioned above, the salary and allowance received during the study leave or training period, the expenses incurred by the Government of Nepal for the study, and other amounts mentioned in the contract will be recovered from him as well as government dues.
(10) If the Government of Nepal nominates and deputes any police officer to receive essential training for the implementation of any plan or program, he shall be sent as a worker during the period of such training and he shall receive full salary throughout that period. But this type of work should be for the purpose of training only and no training work will be given to any police personnel when they are sent to acquire an academic title.
(11) Once an unpaid study leave has been approved for study in accordance with this rule, the period of that leave shall not be converted into a paid study leave.
