Rule 136
The right to modify and add to the schedule
The Government of Nepal may modify and add to the schedule from time to time by publishing a notice in the Nepal Gazette.

(1) In the case of gazetted posts, in order to be promoted in civil service, group or sub-group vacant posts by performance evaluation and seniority and performance evaluation, employees with the minimum service period and educational qualification as per section 21 of the relevant service, group or sub-group under the relevant service, group or sub-group in the case of gazetted posts.
