Government of Nepal may retire any civil servant from service under the following circumstances:-
(a) If it is proved that any civil servant gives or attempts to give to any unauthorized person or body any government secret document, document or information in his charge or obtained by him in any way,
(b) If it is proven that any civil servant has acted irresponsibly against the dignity of his position by maintaining unwanted contact with any foreign country, organization or citizen contrary to the national interest.
