Preamble
: Since it is desirable to make arrangements regarding the formation, operation and conditions of service of the civil service to make the civil service more capable, strong, service-oriented and responsive, Parliament has made this Act in the twenty-second year of the reign of Shri 5th Maharajadhiraj Birendra Bir Bikram Shahdev.
