Section 11
Temporary appointment arrangement
(1) The Public Service Commission shall publish a separate list according to the order of merit for the purpose of temporary appointment from among the candidates who are not recommended for permanent appointment in the examination conducted by them.
(2) If a temporary appointment is to be made to any vacant position in the civil service, the concerned ministry shall send a written notice to the Public Service Commission.
(3) If received in writing according to sub-section (2), the Public Service Commission will recommend the name of the person in the merit list for temporary appointment based on the demand of the concerned ministry.
(4) The concerned ministry will temporarily appoint the person recommended according to sub-section (3) for a maximum period of 6 months.
(5) According to sub-section (4), the relevant ministry shall inform the Ministry of General Administration within seven days of the temporary appointment.
(6) If someone makes a temporary appointment contrary to this section, the amount of salary, allowance and other benefits received by the civil servant who has been appointed shall be recovered from the appointing official as government balance.
