Rule 149
Economic Bill
(1) In the meeting held immediately after the presentation of the annual estimate, the Minister of Finance will present the economic bill to implement the proposal of the government of Nepal.
(2) Regardless of what is written elsewhere in this regulation, the procedure prescribed in this regulation shall be adopted in relation to the financial bill.
(3) After the motion to consider the economic bill is submitted and approved, the Speaker shall, in consultation with the Prime Minister or in his absence, any other minister appointed by him, appoint a day and time period for discussing the said bill.
(4) While discussing the economic bill, any member may discuss administrative work within the accountability of the Government of Nepal, local problems or matters related to the monetary and economic policy of the Government of Nepal.
(5) In relation to financial bills, except as mentioned in this rule, the procedure deemed appropriate by the Speaker shall be adopted.
