If the Government of Nepal feels that the expertise of a person is essential for any sub-group of the Technical Police Group, it may, with the prior approval of the Ministry of Finance, appoint such a person on contract to work as an expert for a maximum of two years in the vacant position of the relevant sub-group of the Technical Police Group.
(2) According to sub-rule (1), a person who has been appointed on contract cannot be employed as the head of the directorate, department, division and branch of the police organization.
