Rule 9
Consultation with the Ministry of Law, Justice and Parliamentary Affairs

(1) The Ministry of Law, Justice and Parliamentary Affairs shall be consulted while deciding on the following matters:-
(a) Rules, orders, guidelines or procedures to be made or promulgated by the Government of Nepal under prevailing laws,
(b) Questions related to the interpretation of laws that have appeared in the course of government work,  Addition by the fourth amendment.  Amended by Fourth Amendment.
(c) Treaty, agreement or memorandum of understanding between Nepal government and foreign government or international association, organization,
(d) Matters related to international obligations assumed or undertaken by the Government of Nepal (e) Matters related to any Bill or Ordinance issued under Article 114 of the Constitution,
(f) Matters related to cases involving the Government of Nepal.
(2) If there is a need to amend any existing law or make a new law, the relevant ministry shall seek the opinion of the Ministry of Law, Justice and Parliamentary Affairs by referring to the following points:-
(a) Requirement to enact laws,
(b) Matters to be included in the proposed law.
