(1) In this regulation, unless the subject or context requires otherwise (a) "Minister" means the Prime Minister, Deputy Prime Minister or Minister and the term also refers to the Minister of State who holds the charge of the Ministry independently.
(b) "Ministry" means the Ministry designated as per the division of labor regulations.
(c) "Secretary of the Council of Ministers" means the Chief Secretary of the Government of Nepal (d) "Secretary" means an official of a specific category of the Ministry and the term also refers to the Chief Secretary of the Government of Nepal. 
(e) "Division of Work Rules" means the Government of Nepal (Division of Work) Rules, 2072 made by the Government of Nepal using the authority given by sub-section (1) of Article 82 of the Constitution. 
(f) "Constitution" means the Constitution of Nepal.
(2) If the subject matter or subject matter does not imply otherwise, the prevailing legal system regarding the interpretation of the law shall be applied to the interpretation of this regulation in the same manner as it is applied to the interpretation of the Nepalese law, subject to the provisions expressed in this regulation.
