: (1) The following officers may appoint permanent appointments in the following posts:-
(a) The Government of Nepal in the capacity of Head of Department, but the Head of the Constitutional Organ except as otherwise provided in relation to the Head of Department of the Office of the Constitutional Organ,
(b) Head of Department concerned for the post of Head of Office and Head of Unit Office,
(c) Officials prescribed in the rules relating to public prosecutors in the post of public prosecutor,
(d) The Government of Nepal in consultation with the Chief Justice in the position of Chairman of the Revenue Judiciary and Administrative Court.
(2) Except as written in sub-rule (1), tenure in other civil positions shall not be revoked.
