Rule 143
Proposal to cut spending

(1) In order to reduce the expenditure amount of any title, the following proposal can be presented:-
(a) that the expenditure under the heading be reduced to Rs (b) the amount of expenditure mentioned in the expenditure amount of the title be reduced, or
(c) One hundred rupees should be deducted from the expenditure amount of the title.
(2) A proposal submitted that "the expenditure amount of the title be reduced to one rupee" shall be deemed to be presented to express disagreement on the policy contained in the title. The member giving notice of such a proposal should clearly and realistically disclose the policy he wants to discuss in the notice. The discussion will be limited to the specific points mentioned in such a proposal and members can suggest alternative policies.
(3) A proposal presented as "to reduce the expenditure amount mentioned in the expenditure amount of the title" shall be considered as being presented to adopt frugality. By such a proposal, it may be proposed to reduce the amount of expenditure mentioned in the title in lump sum or to cancel any sub-heading of the title or to reduce the expenditure amount of such sub-heading. In the notice to submit such a proposal, the subject to be discussed should be explained in a concise and realistic manner. When discussing such a proposal, it will only be discussed on how to be frugal.
(4) The proposed reduction of one hundred rupees in the expenditure amount of the title shall be considered as a token reduction proposal presented to express the disagreement of the proposing member on the matter within the accountability of the Government of Nepal and only the specific disagreement mentioned in the notice to submit such proposal shall be discussed. .
