Rule 138
Repeal and save
(1) The Civil Service Rules, 2021 are repealed.
(2) Actions taken in accordance with the Civil Service Regulations, 2021 shall be deemed to be carried out in accordance with these Regulations.
(3) Regarding the civil service, as much as it is written in this regulation, it will be according to this and in others, it will be as written in the rules made to be applied separately for different services or groups.
(4) Notwithstanding anything written in sub-rule (3), promotion shall be in accordance with this regulation.

(1) In the case of gazetted posts, in order to be promoted in civil service, group or sub-group vacant posts by performance evaluation and seniority and performance evaluation, employees with the minimum service period and educational qualification as per section 21 of the relevant service, group or sub-group under the relevant service, group or sub-group in the case of gazetted posts.
