Rule 22
The order of speaking in the discussion
The order of speaking and answering in the discussion will be as follows:- (a) After the member who presented the motion has spoken, the members in the order named or indicated by the Speaker may speak,
(b) Except as otherwise provided in these Rules, no member shall speak more than once on the same motion without the permission of the Speaker,
(c) The member presenting the proposal may speak again at the end of the discussion for the purpose of reply day and regardless of whether or not he participated in the discussion in relation to the proposal, the member proposing the proposal may not speak again after giving the answer without obtaining the permission of the Speaker,
(d) A member proposing an amendment to a motion shall not have the right to reply without the permission of the Speaker, and
(e) The discussion shall be deemed to be over after the member who submitted the proposal has answered.
