Except in the following cases, no civil servant shall be kept without official responsibility for a period exceeding two months:-
(a) On long leave,
(b) on suspension,
(c) If he has to be retained in his position due to being assigned to work elsewhere.
(2) Contrary to sub-section (1), if any civil servant is retained without being given official responsibility, departmental action will be taken against the official who has the responsibility to be given responsibility and put to work.
