Section 60A
Suspension of promotion for two to five years or suspension of two to five salary increments In any of the following cases, a civil servant may be punished with suspension of promotion for two to five years or suspension of two to five salary increments

(a) In case of indiscipline,
(b) in contravention of the provisions of this Act and the rules made under this Act relating to conduct,
(c) In case of failure to comply with applicable laws,
(d) In case of non-compliance with the instructions given regarding the irregularities observed in the management test,
(e) Absence from equivalent office without prior approval,
(f) Section 49A. Except in the case of sub-section (2) of doing any type of employment or providing services as a consultant, advisor, expert or in any capacity to receive financial benefit or any facility.
