Rule 28
Method of submitting questions for decision
(1) After the discussion on the motion is over, the Speaker shall submit the questions for decision in order to pronounce the word "yes" to the member who is in favor of the motion and "no" to the member who is against it.
(2) After submitting the proposal for decision according to sub-rule (1), the Speaker shall announce the majority of the members who say "yes" or "no".
(3) If no dissent is expressed in accordance with Rule 29 to the announcement made under sub-rule (2), the announcement of the Speaker will be considered as the decision of the House of Representatives.
(4) After a proposal has been submitted for decision by the Speaker, it is not allowed to discuss the proposal or present an amendment or submit an adjournment proposal.
