Rule 119
Instructions may be given
When a bill pending in the House is sent to the relevant committee or while it is pending in the relevant committee, the House may direct the relevant committee to elaborate the scope or main purpose of the bill or to include or not include any particular provision. But such instructions should not be contrary to the spirit of the bill.
