A civil servant should not represent a person or group on behalf of another person or group, except by submitting a request to the relevant agency or authority by himself or by proxy. However, this section shall not be considered as an obstacle to the representation of the civil servants constituted in accordance with sub-section (3) of the section 53 on behalf of the official trade union and any action to be taken on the basis of the civil servant's official obligations.
