Rule 62
Condition on offer

(1) Proposals containing any of the following shall not be accepted:- (a) Subjects prohibited by Article 105 of the Constitution or contrary to any other provision of the Constitution,
(b) involving more than one subject,
(c) the subject matter is vague or uncertain,
(d) contains false reasoning, conjecture, sarcasm, incoherence, imputation or any other conjectural or objectionable matter,
(e) refers to the conduct of a person in his personal capacity other than in a public or governmental capacity,
(f) criticized the decision of the House of Representatives or any of its committees or any matter pending before the House or Committee,
(g) The matter under consideration of a judicial or quasi-judicial body or officer established in accordance with the prevailing law or a commission or committee constituted to investigate, make suggestions, submit a report in accordance with the prevailing law,
(h) An attempt was made to repeat the previous discussion in the current session,
(i) used foul language, and
(j) Discussing matters related to any decision or any action of the Council of Ministers, including matters certified by the Council of Ministers that may affect sensitive matters such as national security, integrity or diplomatic relations.
(2) Notwithstanding anything written in clause (g) of sub-rule (1), if the Speaker feels that there will be no adverse effect on the work of the commission or committee mentioned in that clause, the Speaker may grant permission to submit a proposal limited to the procedure and progress of the investigation.
