Section 20
Promotion Committee

(1) Apart from promotion to gazetted posts of Nepal Justice Service and promotion from gazetted posts to gazetted posts, there will be promotion committee as follows to recommend for promotion to other gazetted posts of civil service:-
(a) Chairman of the Public Service Commission or a member of the Public Service Commission appointed by him – Chairman
(b) Members of the Public Service Commission appointed by the Chairman of the Public Service Commission – Member
(c) Chief Secretary – Member (d) Experts in related subjects nominated by the Public Service Commission – Member
(e) Secretary of the Ministry of General Administration - Member - Secretary
(1A) There will be a promotion committee as follows to recommend for promotion from gazetted first class to gazetted third class:-
(a) Members of the Public Service Commission appointed by the Chairman of the Public Service Commission – Chairman
(b) Secretary to Public Service Commission – Member
(c) Secretary to the Ministry of General Administration – Member
(d) Expert in the relevant subject nominated by the Chairman of the Public Service Commission - Member
(e) The Secretary of the Ministry conducting the service, group or sub-group or a gazetted first class officer designated by him – Member – Secretary
(1b) The secretariat of the promotion committee as per sub-section (1a) will be in the ministry that operates the service, group or sub-group.
(2) There will be a designated promotion committee to make recommendations for promotion to gazetted posts in the civil service.
(3) The procedure to be adopted by the promotion committee for recommending the promotion of civil servants shall be as prescribed.
(4) While publishing the promotion list, the promotion committee shall also publish the total marks obtained by the potential candidates who have filled the application form for promotion.
(4a) The promotion committee shall publish the promotion results within four months from the last date of submitting the application form.
(5) The promotion committee shall make an annual schedule and conduct its work according to that schedule.
