Rule 13
Basis of Promotion
: (1) The promotion committee shall give a maximum of 100 basis for promotion recommendation as follows:-
(a) Regarding Performance Appraisal 40
(b) 25 as to seniority (c) 8
for working experience in geographical area (d) 10
regarding educational qualification (e) Bibhushan (Honours, Ornaments and Medals) 2
(f) 7.5
regarding training (g) 7.5
of allowance given by the promotion committee (2) According to clause (a) of sub-rule (1), when calculating the quota for performance evaluation, the quota achieved up to the end of June before the advertisement will be calculated and when calculating other quotas, the quota achieved up to the last date of promotion application will be counted.
(3) The police personnel who get the highest marks after evaluating the performance of the police personnel will be promoted first.
(4) In the case of promotion in accordance with sub-rule (3), the evaluation of performance shall be done on the basis of seniority in the case of police personnel who have obtained the same station and the seniority of such police personnel shall be determined on the following basis:
(a) Based on the date of decision of appointment or promotion to the post in the category currently held,
(b) If the seniority is not separated according to clause (a), on the basis of the date of appointment or promotion in the category one level below it.
(5) The promotion committee shall publicly publish the list of police personnel recommended for promotion and the notification of the recommendation along with the total salary received by them.
