Notwithstanding anything contained in section 21, a civil servant shall not be a potential candidate for promotion during the following period in the following cases:-
(a) For suspension during the period of suspension,
(b) During the period of suspension for suspension of promotion,
(c) During the period of suspension of salary increment.
(d) Three years from the date of change of service or group in case of an employee who has changed service or group according to section 26 and five years from the date of change of service or group in case of change of service or group by himself.
