Rule 130
Other bills returned by the National Assembly with amendments
(1) If a bill passed by the Assembly and sent to the National Assembly is sent back by that Assembly with amendments, the Secretary shall table it in the Assembly as soon as possible and distribute a copy of the message with the amendments to the members.
(2) After the distribution of the message with the amendment as per sub-rule (1), the member introducing the bill or the member authorized by him shall propose that the amendment be considered after taking the permission of the speaker.
(3) While discussing and deciding on the proposal as per sub-rule (2), the Speaker shall adopt the procedure he deems appropriate.
(4) If the National Assembly agrees to the amendments to the Bill, the Speaker shall submit the Bill to the President for approval.
