Rule 105
Motion asking permission to introduce the Bill

(1) A proposal for permission to introduce a bill may be submitted to the assembly at any meeting seven days after the notification of permission to introduce the bill. But in the case of government bills, giving notice five days in advance will be sufficient.
(2) If someone opposes the motion seeking permission to introduce the bill, the speaker will allow the opposing member and the proposing member to make brief statements respectively. After that, without allowing the question to be discussed, the Speaker will present it for the decision of the meeting.
(3) If permission to present the bill is obtained according to sub-rule (2), the introducing member shall immediately present the bill before the House.
(4) Notwithstanding anything written elsewhere in this regulation, in the case of a bill originating from the National Assembly, the presenting member may present a motion as per Rule 106.
