Rule 121
Bill Retractable

(1) If the member introducing the bill wants to submit a motion seeking permission to withdraw the bill, he must give one day's notice.
(2) When the bill is under consideration in the relevant committee, if a proposal is presented for permission to withdraw the bill, the relevant committee shall submit the report of the same in the meeting.
(3) With the permission of the Speaker, the member proposing to withdraw the bill shall present the proposal in the meeting.
(4) If someone opposes the proposal to withdraw the bill, the Speaker may allow the proposing and opposing members to make a brief statement and then submit the proposal for decision without further discussion.
(5) In order to obtain the House's recommendation for the withdrawal of a bill that originated in the National Assembly and is under consideration in the House of Representatives, the presenting member shall be allowed to submit a proposal and if such proposal is accepted and the National Assembly also agrees, the presenting member may submit a proposal to withdraw the bill.
