Rule 198
Preliminary inquiry into the question of privilege
(1) The Privileges Committee will conduct a preliminary inquiry regarding the question of violation of privileges.
(2) During the preliminary investigation, the Privileges Committee may conduct general inquiries with the concerned person and file written evidence.
(3) During the preliminary investigation, the Privileges Committee, if it deems it appropriate to raise the question of violation of privilege at first glance, will submit the preliminary report of the same to the meeting and if it is not appropriate to approve the question of violation of privilege, the information with the reason shall be given to the speaker and the relevant members.
