Rule 152
Vote of confidence

(1) The Prime Minister appointed in accordance with clause (2) or (3) of Article 76 of the Constitution from the date of his appointment or if the party represented in the government splits in accordance with clause (2) of Article 100 of the Constitution or if the party participating in the government withdraws its support. Or within thirty days of receiving the notice of withdrawal of support, the Prime Minister shall give notice to the Secretary General or in his absence to the Secretary General to submit a proposal for a vote of confidence from the House of Representatives.
(2) According to clause (1) of Article 100 of the Constitution, if the Prime Minister deems it necessary to clarify that he has the confidence of the House of Representatives at any time, he may give notice to submit a proposal for a vote of confidence to the Secretary General or, in his absence, to the Secretary.
(3) Upon receipt of the notice in accordance with sub-rule (1) or (2), the Secretary General or in his absence the Secretary shall submit it to the Speaker and the Speaker shall fix a day and time for submitting the proposal in any meeting after receiving the said notice.
(4) On the day and time specified in accordance with sub-rule (3), after taking the permission of the Speaker, the Prime Minister shall give his statement in this regard and submit a proposal in the meeting of the Assembly.
(5) The Speaker shall fix a time period for discussing the motion as per sub-rule (4) and at the end of that time period, if the Prime Minister or any minister authorized by him is unable to attend the meeting due to unwellness or circumstances beyond his control, he shall answer the questions raised during the discussion.
(6) According to sub-rule (5), after the Prime Minister or any minister authorized by him has answered, the Speaker will present the question whether the House has confidence in the Prime Minister or not in the meeting for decision.
(7) The decision of the assembly on the motion of confidence shall be by division of votes with the signatures of the members.
(8) If the Prime Minister fails to receive a vote of confidence in accordance with this rule, the Speaker shall inform the President thereof.
