Rule 175
Functions, Duties and Powers of the Subject Committee

(1) As specified in Rule 170, the work, duties and rights of each thematic committee within the scope of its jurisdiction shall be as follows -
(a) To discuss the bills related to ministries, commissions and agencies within their respective jurisdictions and submit related reports on a quarterly basis,
(b) Evaluate policies and programs, resource mobilization, management and other similar activities of ministries, departments and agencies and give necessary instructions to related agencies and submit an annual report with appropriate comments, recommendations and instructions to the meeting,
(c) Examining the revenue and expenditure estimates of the ministries, departments and the agencies under them and preparing the annual estimates, alternative policies that can be adopted instead of the policies contained in the annual estimates, and giving necessary instructions to the relevant agencies regarding how much can be saved from the amount in the annual estimates and their To present the annual report with opinion in the meeting,
(d) Studying what steps have been taken by the Government of Nepal to fulfill the assurances given by the Minister from time to time in the meeting through the Government's mandate, giving necessary instructions to the relevant agencies and submitting a report to the meeting,
(e) Studying, monitoring and evaluating whether there is embezzlement of the public property of the government agency related to the subject, giving necessary instructions and submitting a report to the meeting,
(f) To evaluate whether the rules made under the authority delegated by the Assembly are made in accordance with the Constitution, related Acts, prevailing laws and whether the government has acted in accordance with the prevailing Acts, Rules or not, and giving necessary instructions to the relevant bodies,
(G) Monitoring the implementation of the inquiry commission/committee formed by the government from time to time and the report presented by the inquiry commission/committee and giving necessary opinions, advice and instructions to the relevant bodies,
(h) Monitoring and evaluating the work carried out by ministries, departments and other agencies and giving necessary instructions in this regard (i)To perform other tasks assigned by the meeting, and
(j) To conduct their program under the budget and program approved by the speaker on the recommendation of the committee.
(2) According to sub-rule (1), the subject committee may hold discussions with the representatives of relevant ministries and departments, commissions and agencies and, if necessary, experts in the respective subject.
(3) The subject committee may create and implement the necessary procedure plan and schedule in order to carry out the responsibilities under its jurisdiction in an orderly manner.
(4) The Public Accounts Committee may examine the merits mentioned in the Auditor General's annual report submitted to the Assembly and give necessary instructions regarding the actions taken by the Auditor General and whether the actions to be taken by the related agencies are in accordance with the law and in a reasonable manner.
(5) In connection with the performance of the work of the committee, the members of the committee may visit the necessary place after taking the prior approval of the speaker.
(6) When seeking permission according to sub-rule (5), the reason for such visit should be clearly disclosed.
(7) According to this rule, the annual report to be presented by the committee at the meeting may be presented before the annual estimate is presented and other reports may be presented at any time.
