Section 139
Explosives not to be traded
(1) No one shall engage in or conduct business in explosives without obtaining a license or in spite of obtaining a license in violation of the conditions and restrictions mentioned in the license. Explanation: For the purpose of this section, "business" means buying, selling, keeping, using , accumulating, storing, transporting, changing, adulterating, exporting or importing.
(2) A person who commits an offense under sub-section (1) shall be punished as follows:-
(a) Imprisonment for a term which may extend to ten years and fine which may extend to one lakh rupees, in case of hard explosives,
(b) Imprisonment up to five years and fine up to fifty thousand rupees in case of soft explosives,
(c) Imprisonment up to three years and fine up to thirty thousand rupees in case of ordinary explosives.
