Section 147
Individuals should not build public houses and land by themselves
(1) No one shall make the following house or land without the prior approval of the Government of Nepal, the State Government or the local level, without registration or making it his own, or in any way occupy, usurp or encroach or obstruct in any way the enjoyment of such house or land:-
(a) real estate in the name of Government of Nepal, State Government or local level or a public institution wholly or mostly owned or controlled by Government of Nepal, State Government or local level,
(b) Communal or public real estate which has been in community or public enjoyment for a long time.
(2) A person who commits or causes an offense under sub-section (1) shall be punished with imprisonment up to three years or a fine of up to thirty thousand rupees.
(3) If the house, land mentioned in sub-section (1) has been registered or transferred in the name of a particular person, such registration will be canceled automatically.
