Section 24D
Evaluation of Educational Qualification and Training
(1) When giving educational qualification marks to civil servants, nine marks for the minimum educational qualification required to enter a position in the civil service and above the minimum educational qualification specified for entering the service, subject related to the service, group or sub-group A total of three marks will be given for an additional academic qualification. Even in the case of obtaining an academic degree higher than the minimum educational qualification required to enter the service, both marks of the same equivalent will be given.
(2) …….. 3) Apart from the minimum educational qualification prescribed for gazetted second and first class posts which are filled by open competition in accordance with clauses (g) and (h) of sub-section (1) of section 7, gazetted also for promotion to posts above gazetted second class. The minimum educational qualification prescribed for entry into third class service will be considered as the minimum educational qualification.

(5) For in-service training, 2 marks will be awarded for first grade, 1.75 marks for second grade and 1.5 marks for third grade.
(6) When giving training points to civil servants, points will be given for in-service training of subjects related to service of one month or more. While calculating the marks for the training, the marks for the category in which he/she is nominated for the training will be counted only for that category. Explanation:- “One month training” shall mean service related training of thirty working days or more.
(7) Civil servants must submit certified copies of educational qualifications and in-service training. If it is not submitted, marks will not be given for it.
(8) The educational qualification submitted by the civil servant for the purpose of promotion is related to the service, group, sub-group or not, as determined by the Affiliation Determination Committee. If the relevance of the educational qualification submitted with the application for promotion purpose is up to the date before the meeting of the promotion committee, the points of such educational qualification will be considered for promotion.will be calculated for .
(9) Subject to this section, the arrangements regarding training institutions and the level of training shall be as prescribed by the Ministry of General Administration in coordination with the ministry that runs the service, group or sub-group.
