Rule 137
Procedure of Constitution Amendment Bill

(1) The Secretary General or in his absence the Secretary shall publicly publish the Constitution Amendment Bill received in accordance with Article 274 of the Constitution for the information of the general public within thirty days of its presentation in the Assembly. However, the constitution amendment bill which has been raised in the National Assembly and received with a message is not required to be published in accordance with this bye-law.
(2) The bill published in accordance with sub-rule (1) may be presented in any meeting held after seven days.
(3) Notwithstanding anything written in sub-rule (2), if the constitution amendment bill is related to the change of boundaries of a province or the matter mentioned in schedule-6 of the constitution, such bill shall be sent to the provincial assembly for approval within thirty days of its presentation in the assembly. However, a bill that has been presented in the National Assembly and has also been approved by the Provincial Assembly does not need to be sent for approval again according to this bye-law.
(4) If within the period specified in clause (5) of Article 274 of the Constitution, the majority of the Provincial Assembly informs the Assembly that such a bill has been rejected, the said bill shall become inactive and no further action shall be taken on the said bill.
(5) If the information as per clause (6) is not received within the period as per clause (5) of Article 274 of the Constitution, the member presenting the bill may submit a proposal to consider the bill at any meeting held after the expiry of such period. But in accordance with sub-rule (3), this sub-rule shall not be considered as a hindrance to the presentation of the proposal by the member presenting the bill in any meeting after it has been presented in accordance with sub-rule (2) so as not to be sent to the Provincial Assembly for approval.
(6) After the proposal according to sub-rule (5) is approved, the amendment can be submitted by limiting the clause, sub-section, section, sub-section or clarification mentioned in the bill where the amendment proposal has been submitted.
(7) For the purpose of presenting the bill along with the report in the meeting after discussing the constitutional amendment bill and the amendment proposal received in connection with it, the Speaker shall take the permission of the meeting and appoint a special committee.Will be able to decide.
(8) Each article or sub-section of the Constitution Amendment Bill or the amendment presented therein shall be presented one by one by the Speaker in the decision-making meeting.
(9) If the proposal to pass a bill to amend the constitution is approved by a majority of at least two-thirds of the total number of members present in the assembly, the bill will be considered passed.
(10) The resolution of the Assembly on the proposal to pass the bill to amend the Constitution shall be by division of votes with the signatures of the members.
(11) Other procedures of the Constitution Amendment Bill shall be subject to this rule as provided in this paragraph.
