Rule 88
How to submit a resolution
(1) Members who wish to present a resolution may present their resolution at the meeting after the Speaker has taken their name and, while presenting the resolution, may read the resolution and make a statement. But with the permission of the speaker, a member can authorize any other member to submit his resolution.
(2) According to sub-rule (1), after the Speaker has taken the name of the member, that member may express his wish not to present the resolution.
(3) Resolutions not submitted by the concerned member shall be deemed to have been withdrawn.

(1) In the following cases, the Bill shall be removed from the register:-
