Rule 178
Committee meeting

(1) Except as otherwise provided in this paragraph, the meeting of the committee under this paragraph may be called by the chairman of the relevant committee as needed. However, if the meeting of the committee is adjourned, if a quarter of the members of the committee make a written request to the chairman that it is appropriate to call a meeting with the topics to be discussed, the chairman must set the date and time of the meeting within five days.
(2) The meeting of the committee shall be presided over by the chairman or in his absence by a person chosen by the members of the committee from among themselves. If the person chosen by the members is the chairman, the speaker should be informed about that.
(3) The person selected by the members according to sub-rule (2) can exercise all the rights of the chairman of the committee while chairing the meeting of the committee.
(4) If the meeting of the committee or sub-committee has to be held outside the premises of the Parliament House, the Chairman shall obtain the written permission of the Speaker.
