Rule 23
Affiliation
(1) The matter spoken by the member should be related to the subject under immediate consideration of the meeting.
(2) If a member is speaking irrelevantly or is repeatedly repeating his or someone else's argument, the Speaker may draw the attention of the meeting to his statement and order him to stop speaking. As soon as such an order is made, the member shall stop speaking and take his place.
