Rule 32
Transfer
(1) The transfer of civil servants working in unranked and gazetted fifth grade posts may be done to unranked and gazetted fifth grade posts of the same nature.
(2) The transfer of unranked and gazetted civil servants of the fifth and fourth categories will be done by the head of the office in the case of subordinate offices and by the head of the department in the case of other offices.

(1) In the case of gazetted posts, in order to be promoted in civil service, group or sub-group vacant posts by performance evaluation and seniority and performance evaluation, employees with the minimum service period and educational qualification as per section 21 of the relevant service, group or sub-group under the relevant service, group or sub-group in the case of gazetted posts.
