: 4.4.1 A person or an organization who wants to carry out archaeological excavation in a place where there is an ancient monument must submit an application to the department in the format as per Schedule-5 for the prior approval of the Government of Nepal. 4.4.2 If the application as per sub-rule 4.4.1 is received, the department shall carry out the necessary investigation in this regard and if deemed suitable for excavation, it shall be sent to the Government of Nepal, Ministry of Culture, Tourism and Civil Aviation with a recommendation for excavation.
