5. Policy
To provide a basis for effective intergovernmental relations, to promote partnerships with stakeholders, to establish open and transparent processes, to increase public awareness and public understanding, the following policies will be adopted based on the above strategies:
5.1. Recognizing biotechnology as an effective “implementation technology” used in many sectors and as a high priority area. 5.2. Establishment of Biotechnology Coordinating Committee. 5.3. Establishing a National Biotechnology Research and Development Center. 5.4. Review existing laws that may affect the use of biological technology and make necessary legal arrangements. 5.5. To develop suitable human resources for biological technology and to create opportunities. 5.6. Encouraging private businessmen to set up laboratories, greenhouses and nurseries to produce quality and disease-free seeds through biological technology. 5.7. To create an implementing bilateral and multilateral framework for research, development and commercialization of biological technology. 5.8. To strengthen existing organizations working in the field of biotechnology and to establish new organizations as per the need. 5.9. Establishing a one-stop system for transportation, import and export of biotechnological products. 5.10. Applying the concept of organic gram to promote proven technologies. 5.11. To establish a fund at the national level to promote research and development of biotechnology. 5.12. To become a member of the International Center for Genetic Engineering and Biotechnology and to establish relations with related regional and international organizations. 5.13. To promote the transfer of economically viable technologies developed from laboratories for forest, agricultural and industrial production. 5.14. Emphasizing the development of nature's biological technology that helps in environmental protection and management of natural resources. 5.15. Financial noTo establish venture capital in Thailand and make necessary arrangements to provide tax benefits and financial assistance to competent biotechnological industries. 5.16. To share facilities and technology with neighboring and other developing countries and to make maximum use of the relationship with the development partners of Nepal for the development of biological technology. 5.17. Providing financial facilities to potential biotechnological programs. 5.18. To provide various levels of training related to biological technology to researchers and development workers, farmers and industrial workers. 5.19. Encouraging domestic and foreign investment for the development of biological technology and related infrastructure. 5.20. Formulating and implementing long-term, medium-term and short-term plans for research, development and expansion of biological technology. 5.21. Nepal will review various procedures to realize biotechnological monopolies suitable for the purpose of this policy and review the Cartagena Protocol on Biosafety, trade agreements affecting intellectual property rights, the Convention on International Trade in Endangered Species of Wild Fauna and Flora and biotechnological aspects.
