4. Strategy
To accomplish the above objectives, the following strategy will be adopted:
4.1. The government will act as promoter, facilitator and regulator. 4.2. To create a suitable environment for the development of infrastructure and research in biological technology and related fields through incentives and regulatory work structures. 4.3. Establishing biotechnological industries based on national needs, market demand and regional characteristics and giving incentives and concessions to such industries. 4.4. Making necessary legal arrangements for the development and commercialization of biological technology. 4.5. To prepare manpower for research, commercialization and use of biological technology by developing clusters, incubators, and networks. 4.6. Facilitating the flow of venture capital funds and bank loans to biotech industries. 4.7. Ensuring subjects such as intellectual property rights, biosecurity, biomonitoring and bioethics. 4.8. To encourage continuous research into the use of biological technology including tissue technology, forestry, agriculture and food, herbs, mushroom production and processing systems, and animal and human health systems. 4.9. Through continuous monitoring and public awareness, identify the needs of rural people related to biotechnological activities and make necessary arrangements accordingly. 4.10. Giving high priority to the research, development and expansion of biological technology by promoting the participation of the private sector. 4.11. Keeping records of the achievements of biological technology and managing them. 4.12. Formulate laws and regulations regarding the ownership of biological resources of Nepal. 4.13. Develop indices to measure the public benefits that biotechnology can provide in sustainability, natural resource management, environment and biodiversity conservation and publicize these benefits. 4.14. come onTo provide timely information on the market size, trends and quality of genetically modified and non-genetically modified products and the consumer's point of view about those products. 4.15. Encouraging the study of biological technology at various levels of secondary schools and universities.
